FSAI Guidelines

What HACCP Level 1 actually covers.

The Food Safety Authority of Ireland calls this stage induction skills — what a food handler must be able to do before they start, and in their first month. It splits into two stages, and this course covers both.

Stage 1 — before handling food

Day one, before their first shift

The nine skills the FSAI expects a food handler to demonstrate before they touch food. This is the stage most businesses get caught out on, because it's due before the person has done any work at all.

Timeframes follow FSAI guidance. Not every skill applies to every operation — employers should risk-assess each role and set training schedules based on duties, experience, supervision and the food safety risks involved.

Level 1 is the start, not the finish.

It's the induction stage of food safety training — what the FSAI expects a food handler to be able to do before they start handling food, and within their first month. It covers personal hygiene, hand-washing, safe handling, contamination, hazards, records and your legal responsibilities. Once staff are established in the role, the next stage is HACCP Level 2.

Honestly? If the person is staying in the job, buy both. The FSAI expects Level 2 within 3–6 months in a high-risk kitchen. Level 1 on its own is €25 and Level 2 later is €35, so you'd pay €60 for what the Level 1 & 2 course gives you for €45. Level 1 alone makes sense for short seasonal staff, or where you genuinely only need the induction stage signed off today.
