Irish food law says less about forms than people expect, and more about being able to answer questions. These are the four answers a record pack exists to make possible.
Regulation (EC) No 178/2002 requires every food business to have a traceability system — at minimum one step back and one step forward, or one step back only if you sell to the final consumer. The FSAI is explicit that those records have to be available to the authorities on demand. That is an approved supplier list and a delivery record, not a memory of which van called on Tuesday.
Article 5 of Regulation (EC) No 852/2004 requires food business operators to put in place, implement and maintain permanent procedures based on HACCP principles. The monitoring records — temperatures, cooking, cooling, cleaning — are what turn that document from a folder into a system somebody is actually running.
The FSAI named inadequate staff training among the fundamental breaches behind enforcement action when it reported 127 enforcement orders served on Irish food businesses in 2025 — 102 closure orders, 23 prohibition orders and 2 improvement orders. A dated certificate with an ID anyone can check answers this one in seconds.
By law you must notify the HSE before you start operating a food business, and you must tell it when things change — a new proprietor, different food, a different scale of production. There is no fixed notice period in Irish law, whatever UK-derived “28 day” advice you may have read; the FSAI’s guidance is to contact the registering body as early as you can.

Honest answer: a blank sheet satisfies nobody. What an environmental health officer is looking for is a system that is being run — filled in, dated, signed, with corrective actions written down when something went out of range. These packs give you the right sheets for an Irish food business and a sensible structure to keep them in. Filling them in every day is the part we cannot do for you.
