Why it exists

Why a register, not a folder.

Under the Fire Services Acts 1981 and 2003 the duty sits with the person having control of the premises: to take reasonable measures to guard against fire, to provide means of escape and to make sure people can use them. A register is how you show that duty is being discharged week after week rather than once, on paper, in 2019.

The weekly test that actually gets skipped

FR3 is a year on one page: one line per week, the call point tested, the result, the initials. It is the single most-asked-for page in a fire register and the easiest one to let slide.

Every asset, every month

FR6 lists each extinguisher by location and type, then gives twelve monthly tick columns beside it. An officer wants to see the asset list and the checks in the same place, not in two systems.

Drills you can prove happened

FR4 records the date, the time to evacuate, who was in the building, what went wrong and what changed as a result. That last column is the one that turns a drill into a control.

Contractor certificates in one log

FR9 keeps service dates and certificate references for the alarm, the emergency lighting and the extinguishers together, so nothing lapses quietly between annual visits.

Questions

Before you buy.

No, and nothing sold as stationery could. A fire safety certificate is a statutory approval for the building, and a fire risk assessment is a piece of work done on your premises by a competent person. This pack is the ongoing record that the measures those documents describe are being checked and maintained.

It was written for hospitality premises — kitchens, restaurants, hotels and guesthouses — but nothing in it is food-specific. A small retail or office premises can use the same register.

Weekly is the widely used interval in Ireland and FR3 is laid out for it, with a different call point each week so the whole system gets exercised over time. Your alarm system’s own documentation and your service contractor set the definitive schedule for your building.
